Control Tactics Program - Control Tactics Instructor The Federal Law Enforcement Training Center's (FLETC) Law Enforcement Control Tactics Instructor Training Program (LECTITP) will be the foundation for the new PSTC instructor course that will cover disciplines such as oleoresin capsicum, use of force, defensive tactics and baton starting in 2025 and beyond.

The LECTITP is a physically demanding and intensive training program. The LECTITP is an instructor training program that provides foundational training to prepare new instructors to provide law enforcement training in the areas of arrest and control tactics and techniques, intermediate weapons, and defense against spontaneous attacks, including being assaulted with an edged weapon. This program also includes instruction on threat assessment and response, use of force and injury management and familiarization of electronic control devices.

Control Tactics Program - Defensive Tactics Instructor Recertification Part 1 Prior to registration for Part 1, all officers must complete the pre-requisite online training for instructor recertifications. These four (4) pre-requisite online blocks of instruction counts towards officer's annual training hours.

This instructor recertification course is required, every second calendar year, to maintain the officer’s instructor certification in the above-mentioned discipline per POL and Technical Assistance Manual Chapter 3. The recertification course is now a 2-day process.

On Day 1, officers must bring: Officers must bring PT Gear or BDU’s, fully-equipped duty belt, handcuffs, baton, and note-taking materials.

On Day 2, instructors will assist PST staff in the administration of the academy program with the recruit class. Instructors will also be evaluated by PST staff.

Completion of this recertification course will fulfill the mandatory annual training requirement for de-escalation under POL 403.01.

The 8 hour instructor course focuses on deploying, handling, and documenting the use of Oleoresin Capsicum (OC) spray. Medical issues and legal liability will also be addressed. This course will enhance the instructor's development in the use and training of OC tactics and will help departments increase the safety of their officers, students, and subjects. This course addresses proper deployment techniques, proper decontamination, reporting force, and tactics for surviving an OC attack.

Officers will only be required to be exposed to OC in the event that they have not received an exposure to OC prior to this training.

Attire - BDU uniform is acceptable. Please do not bring firearms, batons, other weapons into the classroom.

On Day 2, instructors will assist PST staff in the administration of the academy program with the recruit class. Instructors will also be evaluated by PST staff.

Crisis Incident Response Program - ALERRT - Active Shooter Response Level 1 - Train the Trainer There is no charge to officers or agencies for this training. It is funded through state and federal grants.

Prerequisite: Sworn law enforcement officer (preferred: experience in tactical, firearms, and/or law enforcement training)

Required Equipment: Good attitude, open mind, pen and paper, duty gear, body armor, groin protection, and appropriate clothing for "force-on-force" training (i.e. long sleeve shirt, gloves, etc.) Head, eye, and throat protection will be provided by ALERRT.

Participants are responsible for their own transportation and lodging.

This course includes the complete delivery of the Active Shooter Level I course of study as well as:

¿ instructional techniques and methodology for delivering the course

¿ force-on-force scenario development

¿ safety protocols and procedures

¿ graded participant teach-backs

¿ graded participant-led force-on-force scenarios

¿ remediation

¿ video debrief

¿ course critiques

¿ evaluations

Participants are provided with all lesson plans, PowerPoint presentations, student manuals, and related course-ware so that they are immediately prepared to deliver the Level 1 course at their home agency.

Expectation is that trainers will assist with future academy classes at NHPST.

Crisis Intervention Team Program - Crisis Intervention Team (CIT) Mental Health Awareness & De-escalation Training NAMI New Hampshire is presenting the Crisis Intervention Team (CIT) Program to law enforcement and first responders in NH as part of a 3-year grant from the Substance Abuse and Mental Health Services Administration (SAMHSA).

Please be aware of the locations when signing up.

The 40-hour CIT program originated in 1988 in Memphis, TN after an officer-involved shooting of an individual with mental illness. CIT highlights best practices, improves community partnerships, and helps communities develop processes to serve people affected by mental illness with respect and dignity.

Driving Program - Driving Instructor Prior to registration, all officers must complete the pre-requisite online training for original instructorship. These four (4) pre-requisite online blocks of instruction counts towards officer's annual training hours.

This class will train officers to present police defensive and emergency driving programs in their own law enforcement agencies. It includes how to establish a legally-defensible driving program, safety measures, selection of vehicles and course locations, course layout, teaching techniques, policy and legal considerations involving pursuits and emergency responses, and evaluations and grading of students’ capabilities.

There are physical demands associated with this course that require participants to be in good physical condition in order to fully participate

This class leads to certification by the Police Standards & Training Council as a Firearms instructor.

Students attending this course are required to qualify with their handgun on PSTC Course #5 during the first day of the program. Students failing to qualify at the associated pre-qualification date will not be admitted to the class.

Note:

Officers should attend dressed in fatigue-type uniforms, bring their service weapon,holster, leather gear, and 1,000 rounds of frangible ammunition, but should NOT bring sidearm or ammunition inside the classroom facility.

Ballistic vests and eye protection are required for all range activities.

On Day 2, instructors will assist PST staff in the administration of the academy program with the recruit class. Instructors will also be evaluated by PST staff. Please bring 50 rounds of non-lead, frangible ammunition to assist with drills.

After Day 2 is completed, instructors will be recertified.

Completion of this recertification course will fulfill the mandatory annual training requirement for de-escalation under POL 403.01.

Firearms Program - Rifle Instructor A three-day course designed to develop police rifle instructors.

The range address is 404 Elm Street, Goffstown, NH 03045.

Note:

Officers need to bring 1,000 rounds of rifle ammunition and 50 rounds of duty pistol ammunition.

Must be an active, certified NHPST Firearms Instructor to take this course.

There are physical demands associated with this course that require participants to be in good physical condition in order to fully participate.

Firearms Program - Shotgun Instructor Day 1 please report to Hudson PD, 1 Constitution Dr, Hudson, NH 03051 for the start of the course.

Must be an active, certified NHPST Firearms Instructor to take this course.

Provide training in stances, methods of loading and unloading, deployment, and accurate engagement using the shotgun.

Officers shall bring Patrol Shotgun, 500 rounds of birdshot, 200 rounds of buckshot, 250 rounds of slugs, hearing and eye protection. Duty handgun and 100 rounds. Pens and note taking materials.

Ballistic vest required.

Course Objectives:

The student will be able to develop a maintenance program for his/her agency's shotguns.
The student will be able to teach the firing positions for the shotgun to his/her officers.
The student will be able to plan a training program for the officers in his/her agency using the shotgun.
The student will be able to run a safe firing line.
The student will be able to coach other shooters in the use of the shotgun

Professional Development Program - Advanced Photography This course reviews basic concepts of crime scene and evidence photography that were taught in the Introduction to Photography Course (which is a prerequisite for this course), then introduces advanced applications such as:
• Lighting options
• Photographing reflective surfaces
• Dealing with motion
• Painting with light
• Photographing a projectile trajectory
• Photographing fluorescence and chemiluminescence

NOTE:  This class has been approved by the IAI Photography Certification Board and Crime Scene Certification Board.

Professional Development Program - Advanced Roadside Impaired Driving Enforcement (ARIDE) The ARIDE course is designed primarily for law enforcement officers that meet the IACP/NHTSA National Standardized Field Sobriety Testing Standards, including a proficiency test, and who have successfully completed an IACP/NHTSA approved SFST (Basic) training course. The officer MUST be able to administer and interpret the horizontal gaze Nystagmus (HGN) test for alcohol-impaired subjects. The officer's level of skill in the SFST's should exceed a "good grasp of the contents "they MUST be proficient in the administration and evaluation of the battery of tests involved with the SFST and will demonstrate their knowledge through proficiency testing. Any student deemed not proficient will not be allowed to continue the course. Successful completion of the ARIDE course is a prerequisite for those officers interested in applying for the Drug Recognition Expert program.

This course will train law enforcement officers to observe, identify and articulate the signs of impairment related to drugs, alcohol, or combination of both, in order to reduce the number of impaired driving incidents as well as crashes, which result in serious injuries and fatalities. This course is 16 hours in length and attendance to both days of training is required for a certificate to be awarded.

Students will be given a USB thumb drive containing class material on the first day. Access to a laptop would be beneficial and note taking material is required.

Professional Development Program - Background Investigations This course focuses on the importance of the pre-employment background investigation for law enforcement. The course will provide students with the information needed to conduct a background investigation in compliance with NH POL 301.05. Student will also learn the skills needed to perform effective and lawful background investigations.

Students will be provided digital copies of checklists, case studies to be used in class, and links to federal and state laws as they pertain to background and hiring. Students will also be provided with a completed background investigation based upon the case studies reviewed in class.

Students will need to bring laptops/tablets to class to access Acadis.

Course Outcomes (What should students be able to do at the completion of the course?)

Exemplify how to obtain, analyze, and evaluate background information.

Professional Development Program - Basic Crime Scene Investigation Basic Crime Scene Investigation introduces students to core topics of processing evidence and crime scenes.  These include: how to approach crime scenes in a scientific/methodical manner; how to properly document, search for and collect evidence; how to document, collect and process various types of evidence (such as latent prints, footwear and tire track impressions, blood and DNA, toolmark and fracture match evidence).  An introduction to photography is also included in this course.  Opportunities to practice photography are incorporated into each day of instruction.  Students process mock crimes scenes on the last day of class, which culminates the learning experience.  This class is designed for 16 students.

Professional Development Program - Basic Traffic Lidar Operator Officers will learn the principles of Lidar as well as how to operate and utilize Lidar to conduct traffic enforcement. There will be a classroom portion consisting of PowerPoint presentations and a written a test as well as a practical portion where students will utilize Lidar to measure the speed of vehicles. Professional Development Program - Breath Test Operator - Full Time Police Academy It should be noted that the only officers attending this class are New Hampshire certified law enforcement officers, law package sit-ins, and full time police academy recruits. NH PST will be responsible for signing up full time police academy recruits and law package sit-ins. If you are a law package test-out officer, you must successfully pass the law package test-out exam before you can attend this course.

This course leads to original certification as an operator of the Intoxilyzer 9000 breath test instrument approved by the N.H. Department of Safety to detect alcohol-impaired drivers. Topics include the Pharmacology of Alcohol, Infrared Breath Testing Theory, and a Practicum. This course is not for operators looking to attain their operator recertification.

This block of instruction coincides with the Full Time Police Academy session.

This course is 16 hours, two independent dates. The classroom portion, which is the date on each session, and a date that is chosen after the classroom portion is completed. Selection of this second date is left up to the instructor and officer.

Professional Development Program - Conducting Physical Fitness Testing (PFT) Instructor This course is designed to train officers from N.H. Law Enforcement agencies who will be given the responsibility to carry out the ongoing three-year testing regimen to maintain police or corrections certification, required for officers hired after January 1, 2001. Topics include rules and requirements necessary for the testing program, pre-testing medical clearances, liability issues, and proper administration of the test batteries.

All officers are required to come to the Academy dressed in PT gear. All officers will be given verbal and physical instruction on how to conduct the test. The officers will participate as the instructor and as the officer taking the 3-year PFT.

Professional Development Program - DEA's Basic Narcotics Symposium The Drug Enforcement Administration, New England Field Division is pleased to announce a Basic Narcotics Symposium to be held from January 13-17, 2025, at Police Standards and Training Council, 17 Institute Drive, Concord, New Hampshire.

The Basic Narcotics Symposium is a one-week program in the fundamentals of narcotics investigations. Professional Development Program - Drug Recognition Expert (DRE) ** This course will involve out of State travel.

A DRE candidate must have completed ARIDE to be considered for the DRE course.

A drug recognition expert must have successfully completed an approved course in the Standardized Field Sobriety Testing (SFSTs) before beginning the three-phase Drug Evaluation and Classification (DEC) Program, which includes the following phases:

Phase one: Pre-School, which includes an overview of the DRE evaluation procedures, the seven drug categories, eye examinations, and tested proficiency in conducting the SFSTs.

Phase two: DRE School which includes and overview of the DRE evaluation procedures, expanded sessions on each drug category, drug combinations, examination of vital signs, case preparation, court room testimony, and Curriculum Vitae (C.V.) preparation. At the conclusion of the 7-day school, the officer must pass a one hundred question written test with an 80% proficiency before being able to move onto the third and final phase of training.

Phase three: During this phase, the candidate must complete a minimum of 12 “field evaluations” under the supervision of a certified DRE Instructor. Of those 12 evaluations, the officer must identify an individual under the influence of at least three of the seven drug categories and obtain a minimum 75% toxicological corroboration rate. Finally, the officer must then pass a final knowledge examination and be approved by two certified DRE Instructors before being certified as a DRE.

Students attending the D.R.E. school will be given a tablet with all materials required for the course.

Professional Development Program - Peer Support and Mentoring - Dolan The first line of defense against employee failure is the recognition of the first stages of peer crisis and by providing early intervention. Even better is to provide support from the first day of hire through employee development. This is difficult in the public safety arena for many reasons. Public safety employees are not trusting of individuals outside their peer groups. Public safety employees have heard hollow promises ad nauseam from those claiming to want to help. Public safety employees can quote horror stories of peers who have stepped forward for help only to face agency or legal sanction or loss of employment. Public safety employees don’t want to appear weak by admitting they need help. And yes, public safety employees sometimes are too smart for their own good and resist attempts from well-intentioned peers unless it is already a formal and accepted part of their agency culture.

Agencies with healthy peer support and mentoring teams could successfully reduce the onset and life cycle of employee distress through a combination of proactive and reactive responses. Mentors are trained to work with new employees and coach them through the early rough patches. Peer support responds to critical incidents or employee personal or professional crisis. Peer support members and mentors work in partnership to ensure long term support for peer employees and their families through a formal cooperative design.

In 2010 the Indianapolis Metropolitan Police Department (IMPD) established a formal Peer Support and Mentoring program which has become the model for law enforcement employer and employee resiliency and wellness response. In 2015, IMPD received the prestigious DOJ/BJA/NLEOMF Destination Zero VALOR award for Officer Wellness for their innovative programs. In that same year IMPD Captain Brian Nanavaty appeared in front of the U.S. Congress to provide testimony on law enforcement wellness as a panelist at the Congressional Law Enforcement Caucus in Washington DC. In April 2016, the White House identified IMPD as a model agency and directed U.S. Attorney General Loretta Lynch to Indianapolis to observe the wellness model as part of the President’s 21st Century Task Force on Policing. During her visit, Lynch stated “the Indianapolis police wellness program should be the model for law enforcement wellness across the United States.”

Professional Development Program - Physical Fitness Testing (PFT) These are testing dates for officers who need to complete their three year physical fitness requirements under RSA 106-L, IX. All testing begins at 0800 hours. The dates are generally scheduled for the 1st Friday of every month except for December. There are 2 available dates in December.

These dates can also be used for law package entry physical fitness tests or 30-day lapse entry physical fitness tests.

If you are an active, certified officer and are taking your "regular" 3 year PFT - please bring your valid medical clearance form. Medical clearance forms are valid for a period of 12 months from the date of the examination. There are no exceptions. Per POL 404.06, ( c ).

If you are taking a PFT to receive your New Hampshire certification (30-day lapse, Law Package Test-Out etc), your medical documentation (Form D) was submitted by your hiring agency during the application process. You do not need a medical clearance form. However, ensure that your Form D is valid. Similar to the medical clearance form, Form Ds are valid for a period of one year. There are no exceptions. Per RSA 106-L:6, (IV).

Officers will also be required to sign a waiver of liability form to use the facility.

Professional Development Program - Police Media - Dirigo This course is focused for new and existing Police Officers, Supervisors, and Department Public Information Officers to deliver effective public information. Professional Development Program - Prevention of Targeted Violence: Behavioral Threat Assessment & Management This course provides an overview of approaches to identifying and mitigating potential violent activity in a variety of contexts, with an emphasis on Behavioral Threat Assessment processes and strategies. The course examines identifying, assessing and managing threats to safety through the lenses of Behavioral Threat Assessment, quantitative & qualitative violence risk assessment, behavior analysis, victim roles and dynamics, and industry best-practices in threat management.

Professional Development Program - Standardized Field Sobriety Tests (SFSTs) Refresher Notice - This course is NOT a pre-requisite for ARIDE.

SFST Refresher Training is for law enforcement officers at the federal, state, county and local level who have successfully completed the NHTSA/IACP-approved DWI Detection and Standardized Field Sobriety Testing Training Program. Purpose of the Training The primary purpose the SFST Refresher Training Program is to improve the overall consistency of administration of the SFST test battery by individual police officers. Officers can refresh their skills with:

• Recognizing and interpreting evidence of DWI;

• Administering and interpreting the scientifically validated sobriety tests; and

• Describing DWI evidence clearly and convincingly; and

• Information regarding recent case law and research studies.

THIS SFST REFRESHER TRAINING PROGRAM IS INTENDED FOR THE PURPOSE OF REFRESHER TRAINING ONLY. THIS PROGRAM IS NOT A SUBSTITUTE FOR NHTSA/IACP APPROVED DWI DETECTION AND STANDARDIZED FIELD SOBRIETY TESTING TRAINING.

• Blood detection and enhancement
• Taking known tire impressions
